Other solutions
openIMIS already provides open-source solutions for managing various social protection programs, including cash transfers, health insurance, employment injury insurance, vouchers, and social registries. In addition to these established solutions, the openIMIS community believes that the customizable, adaptable nature of the software offers an excellent option for adaptation to many further use cases. Below is a compilation of other solutions that could be built with openIMIS’s modular software.
• Climate-financed programs
• Climate risk insurance
• Managing humanitarian assistance programs
Climate finance programs, powered by openIMIS
Climate programs increasingly provide support directly to individuals, households, and groups through capacity building, trainings, in-kind support, cash transfers, and other interventions. At the same time, climate finance can be used to strengthen adaptive social protection (ASP) systems that can help governments respond more effectively to climate-related shocks.
These developments create a growing need for sustainable digital systems that can manage beneficiaries and benefits, connect climate interventions with national systems, and generate reliable information on who is ultimately being reached by climate finance. openIMIS is a sustainable, flexible, and transparent alternative that can cover these needs.
openIMIS is designed for interoperability, which means that it can quickly connect to existing national infrastructure like social registries, identification systems, and other government information systems. This approach ensures that the investment in using openIMIS for beneficiary management can later contribute to building long-term digital infrastructure that remains with the country beyond the lifetime of an individual project and can be adapted and expanded for similar programs in the future.
Using interoperable systems can also strengthen climate fund monitoring and reporting. Countries and implementing partners using openIMIS to manage the delivery of benefits obtain data that can provide a clearer and more reliable picture. Depending on program requirements, aggregated information can include the number and characteristics of beneficiaries reached, types and amounts of support provided, geographic distribution, and relevant disaggregation data such as sex or vulnerability characteristics.
A climate risk insurance solution, powered by openIMIS
Climate and Disaster Risk Finance and Insurance (CDRFI) can help people in immediate need access financing when disasters occur. However, having financing or insurance in place does not automatically translate to resources being distributed quickly and effectively. Strong "money-out" systems are needed to translate available financing into timely support for individuals and households. Another challenge in CDRFI is faced by local insurers, who need an affordable and reliable solution to administer inclusive and climate risk insurance products.
openIMIS can provide or strengthen the digital delivery infrastructure to allow governments to target beneficiaries, administer benefits, connect to payment mechanisms, and monitor whether support has reached the intended recipients. Importantly, countries would not need to replace their existing systems. Due to its modular architecture, openIMIS can be integrated with existing national digital infrastructure, and countries can adopt specific functionalities depending on their needs.
CDRFI programs may also seek to expand insurance protection for vulnerable populations with the support of local insurers. openIMIS can provide insurers with an affordable open-source solution for administering these insurance solutions. The platform includes functionality that can be configured to manage beneficiaries or policyholders, including facilitating enrollment, premium collection, and payouts. This could provide local insurers with the digital infrastructure needed to administer parametric insurance policies without having to develop a new system from scratch.
A solution to manage humanitarian assistance programs, powered by openIMIS
Humanitarian relief organizations providing cash transfers and other benefits often face a choice between investing in proprietary solutions with potentially significant licensing and customization costs, or developing organization-specific systems that may be difficult to transfer to national institutions later.
As an open-source, modular, and interoperable digital public good, openIMIS offers an alternative: a secure and customizable beneficiary and benefit management system that can meet immediate humanitarian delivery needs while also contributing to the development of sustainable national systems.
Its modular architecture also allows organizations to adopt the functionality they need and integrate openIMIS with existing infrastructure, such as identification systems, social registries, payment providers, or other humanitarian and government platforms.
openIMIS is both a customizable and cost-effective system for immediate program delivery when a need for emergency response arises, and an investment in digital infrastructure that can contribute to longer-term national systems.
This is especially valuable in fragile and conflict-affected settings, where the institution delivering assistance today may not be the institution responsible for it in the future. Rather than creating another parallel system, investments in openIMIS can help establish infrastructure that is secure, interoperable, and transparent. This infrastructure can be easily used by humanitarian agencies and then transferred to governments when conditions allow.
